The convenience of Internet helps the con-artists or thieves to attack websites from anywhere around the world, and therefore they are hard to be caught. The easy to use hacker tools help them entering the server or database easily and hard to be found. The government hasn’t set a series of laws to pursue, catch and punish the con-artists so that they can cheat the money with little risk.

The facts exist until now that the merchants must save themselves with little or no helps from government or institutions. And the result is that most merchants (especially small businesses) can’t consider carefully about the confidentiality of the customers information and the consequence of losing the information.
